 Services Delivered by the Good Governance Department:

GOVERNANCE, SOCIAL COHESION, YOUTH, AND SECURITY SERVICES

1. Coordination and Monitoring of Local Government Institutions and Capacity Building

  • Coordinating and monitoring the functioning of local administrative structures, including:
    • Villages
    • Cells
    • Sectors
  • Organizing and monitoring elections of leaders in local government structures and special committees.
  • Resolving citizens’ issues through:
    • Community assemblies (Inteko z’Abaturage)
    • Mediation Committees (Abunzi)
    • The digital citizen service platform IremboGov (e-Citizen services).
  • Monitoring civil registration services within local government institutions.

2. Coordination and Monitoring of Unity and Reconciliation Programs

Working in collaboration with the National Unity and Reconciliation Commission:

  • Monitoring the functioning of Unity and Reconciliation Forums in 481 villages.
  • Monitoring the activities of Unity and Reconciliation mobilizers in 73 cells.
  • Monitoring Unity and Reconciliation Forums in 15 sectors.
  • Promoting unity and reconciliation values through the District Unity and Reconciliation Forum and supporting the welfare of Abunzi b’Igihango (Friends of the Covenant) in the district.
  • Monitoring the activities of Abunzi b’Igihango from the District level to the Cell level.

3. Monitoring the Activities of Itorero ry'Igihugu in Local Government

  • Monitoring Village Itorero programs.
  • Monitoring Itorero programs in schools.
  • Monitoring Itorero programs in workplaces and institutions.
  • Monitoring volunteerism programs.
  • Monitoring Urugerero at the village level.
  • Monitoring Urugerero conducted through Ingando civic education camps.

4. Culture, Youth, and Sports Development

  • Promoting youth talent identification and development (talent detection).
  • Promoting and strengthening the culture of sports participation among different population groups.
  • Promoting Rwandan culture and programs for the commemoration of the 1994 Genocide against the Tutsi, while combating genocide ideology.
  • Preventing drug abuse among youth and monitoring rehabilitation programs.

5. Gender Equality and Family Development

Working in collaboration with the Ministry of Gender and Family Promotion:

  • Monitoring and supervising the Family Evening Program (Umugoroba w’Umuryango).
  • Establishing and monitoring strategies to prevent domestic violence.
  • Supporting the rehabilitation and reintegration of victims of gender-based violence and human trafficking.
  • Reintegration of street children back into families and communities.

6. Promotion of Partnerships

  • Issuing authorization documents to partners who wish to operate within the District.
  • Monitoring partners’ activities contributing to District development.

7. Public Security

  • Developing strategies to maintain public security.
  • Organizing and strengthening community security support structures that assist local government institutions.
  • Monitoring the activities of professional night patrols (Irondo ry’Umwuga).
